    DEFINITION
    The primary objective of this role is to initiate, oversee, and execute projects within the Development Services Department. This position involves investigating dangerous buildings conditions, applying city code to determine compliance to a fair and reasonable conclusion within the code and maintaining pertinent documentation. Duties will also include monitoring, updating, completing necessary reports to maintain the city’s compliance with its mandated MS4 Stormwater permit and floodplain management program. Additionally, it entails working closely and cooperatively with the Development Services Director and other city departments, city officials, and citizens on various projects and planning, and record management.

    Knowledge of: 

    1. Have or develop a comprehensive understanding of city dangerous building codes and processes.
    2. Initiate, investigate, follow-up and enforce city dangerous building codes and maintain records of each building’s progress.
    3. Work with all parties involved parties to bring dangerous building cases to a fair and reasonable conclusion.
    4. Have or develop a comprehensive understanding of the city’s MS4 Stormwater program.
    5. Investigate stormwater discharge violations.
    6. Conduct construction site inspections for compliance with best management practice.
    7. Ensure the city’s compliance with best management practices for its MS4 Stormwater permit.
    8. Complete and process mandated reporting and MS4 Permit renewal.
    9. Have or develop a comprehensive understanding of floodplain management.
    10. Assist the building inspector in establishing floodplain regulation and ground disturbance compliance of building permit applications.
    11. Maintain necessary records of floodplain development applications and elevation certificates.
    12. Communicates recommendations, violations, and needs to maintain an effective program in all areas of responsibility and works with city and other outside personnel to achieve manageable and consistent goals and results.
    13. Works closely with the Director of Development Services, City Manager and other city staff to reach city objectives.
    14. Answers questions and provides information to the public including contractors, developers, architects, and homeowners regarding construction practices, applicable codes, ordinances, and related issues.
    15. Performs other duties as assigned.
    16. Basic building construction practices, procedures, methods, and materials.
    17. Floodplain and stormwater management practices.
    18. Principles and techniques of building inspection work.
    19. The application process for building permits.
    20. Office procedures, methods, and equipment.
    21. Pertinent federal, state, and local laws, codes, and regulations including floodplain and stormwater.
    Ability to: 
    1. Apply technical knowledge and follow proper inspection techniques to examine workmanship, methods, and materials of construction.
    2. Detect deviations from plans, regulations, and standard construction practices.
    3. Determine if construction systems conform to City Code requirements.
    4. Interpret and apply pertinent federal, state, and local laws, codes, and regulations.
    5. Enforce necessary regulations equally with firmness and tact.
    6. Understand and follow oral and written instructions.
    7. Communicate clearly and concisely, both orally and in writing.
    8. Establish and maintain effective working relationships with those contacted in the course of work.
    9. Follow all safety rules and regulations of the department.
    10. Operating assigned equipment.

    Education and/or Experience
    Required: High school diploma or equivalent required. Three or more years of related experience and/or training or an equivalent combination of education and experience.
    Preferred: Four or more years of related experience and/or training. Knowledge in floodplain and stormwater management.

    Language Skills
    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

    Reasoning Ability 
    • Ability to apply common sense understanding to carry out detailed and involved written or oral instructions.
    • Coordinate multiple and complex goals simultaneously.
    • Make decisions on procedural and technical levels involving
    Physical Demands
    The ability to bend, stoop, kneel, and reach when completing tasks at ground level and overhead. Employees must possess the ability to lift, carry, push, and pull materials and objects of various weights, with the use of proper equipment.

    Work Environment
    This position works in both an indoor office setting and outdoor environment.

    Training
    Participate in additional training related to job as requested by supervisor.

    MISCELLANEOUS REQUIREMENTS 
    • Must have a valid Driver’s License.
    • Will be subject to background investigation.
    • Candidates are required to pass both a pre-employment physical exam and substance abuse screening.
    • Will be subject to random substance abuse testing.
