    Patrol Lieutenant

    DEFINITION

    The purpose of this position is to assist the Police Chief in the planning, directing, managing, and supervising of the activities and operations of the Police Department including project management, support, and technical services, field operations, training, special programs, and criminal investigations; and to assist with the coordination of assigned activities with other city departments and outside agencies.

    SUPERVISION RECEIVED AND EXERCISED

    Reports to the Police Chief.  Exercises supervision over the Patrol Sergeants.

    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Important responsibilities and duties include, but are not limited to the following:

     General Essential Duties & Responsibilities: 

    Important responsibilities and duties may include, but are not limited to, the following:  

    1. Coordinates yearly inventory to ensure accuracy of inventory. 
    2. Coordinates, supervises, and submits annual policy and procedure review. 
    3. Reviews and addresses personnel matters.
    4. Assists with the preparation of the annual departmental budget through identification of equipment, fleet, personnel, and operating expenses; reviews personnel work hours before payroll submission; approves operating expenditures; monitors budget maintenance.  
    5. Reviews all cases.
    6. Oversees annual POST training requirements, biannual firearms qualifications training, and quarterly policy and procedures training for all officers in the department.
    7. Responds to citizen requests for reports and surveys and/or statistics.
    8. Responds to and resolves citizen complaints.
    9. Represents the Police Department to other city departments, elected officials, and outside agencies; explains, justifies, and defends Police Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues; acts as a liaison between the Police Department and the emergency services area.
    10. Plans directs, and coordinates, through subordinate level managers the Police Department’s work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
    11. Coordinates Police Department activities with those of other departments and outside agencies and organizations; prepares and presents staff reports; conducts regular staff meetings.
    12. Confers with citizens and city officials on law enforcement problems; assists in the development of innovative municipal law enforcement policies.
    13. Ensures responsive, appropriate service delivery by conferring with civic, professional, service, fraternal, and other community groups; maintains effective working relationships with county and city law enforcement officials.
    14. Supervises and participates in Department purchasing.
    15. Supervises Fleet maintenance 
    16. Conducts periodic inventory to ensure accuracy of inventory.
    17. Maintains records of uniform issuance to each officer. 
    18. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of law enforcement.
    19. Participates in the annual policy and procedure review.
    20. Performs building maintenance and makes minor repairs.
    21. Performs law enforcement duties when necessary.
    22. Assists in the preparation of grants.
    23. Serves as Professional Standards Officer conducting, directing, and investigating as directed by the Chief of Police allegations of police misconduct, officer violation of law, and policy violations.
    24. Performs other duties as assigned.

     Knowledge of:

    1. Operational characteristics, services, and activities of a comprehensive municipal law enforcement program.
    2. Technical and administrative phases of crime prevention and law enforcement including patrol, traffic control, records management, and the care and custody of persons and property.
    3. Use of firearms and other police equipment.
    4. Offensive and defensive weapons and nomenclature theory.
    5. Self-defense tactics.
    6. Procedures and techniques of emergency services and disaster control.
    7. First aid principles, practices, and techniques.
    8. Interviewing and interrogation techniques.
    9. Organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
    10. Principles and practices of program development and administration.
    11. Principles and practices of municipal budget preparation and administration.
    12. Principles of supervision, training, and performance evaluation.
    13. Departmental rules and regulations.
    14. Pertinent federal, state, and local laws, codes, and regulations.

    Qualifications:

    • Must have a valid Driver’s License.
    • Must successfully complete pre-employment background investigation and physical.

    • May be required to work a variety of shifts including nights, weekends, or holidays.

    Education and/or Experience                                             

    High school diploma or equivalent required. Nine or more years of progressively higher rank in a federal, state, or municipal law enforcement agency. Missouri POST General Instructor Certification.

    Language Skills                                            

    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

    Work Environment

May have poor ventilation. May be exposed to emergency and disaster situations; may work in stressful situations.

    Tools and Equipment

    Departmental equipment and tools necessary to perform the functions of the positions include  computers, vehicles, hazardous material protective gear, chemical developers, biological fluid collection equipment, measuring devices, recording devices, telephones, clipboards, camera, flashlights, handgun, shotgun, baton, paint, rope, evidence markers.

    Training: 

    • Continually participate in additional training related to job as requested by supervisor.
    • Ability to apply new techniques of staff training, knowledge of human behavior and behavior modification.
