    Job Description

    SUMMARY

    The Director of Homelessness Response provides senior management level support and is a thought leader working directly with the Regional Commission on Homelessness, City of Joplin leaders, Continuum of Care (CoC) member agency representatives (currently Economic Security Corporation), and Homelessness Coalition stakeholders to advise local governing bodies on homelessness strategies and solutions. This position will assist with the planning, facilitation, implementation, compliance and evaluation of CoC programs, projects and initiatives. The position will be responsible for planning, training, facilitating and documenting the work of multiple CoC efforts and programs. The position will work in concert with a variety of partners to ensure all the best practices and priorities of the Community Plan to Address Homelessness and associated strategies are followed with purpose and intentionality. This position provides administrative and consultation support to the Commission while implementing the priorities of the partners.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    1. Support the ongoing planning and operating functions of the Regional Commission on Homelessness, supporting the Jasper and Newton Counties CoC Governance Charter and the Federal COC Interim per 24CFR Part 578, including annual monitoring, coordinated entry and implementation of programming and completion of projects that meet the needs of members and work. Serves as administrator of the Commission.

    2. Coordinate the scheduling, planning, facilitation of public meetings, committees, and work groups, and evaluate information and promote best practices.

    3. Coordinate special projects including but not limited to: Point in Time Count(s) and lived experience initiatives. Coordinate data collection and mapping of populations for support with partners and volunteers.

    4. Identify and coordinate scheduling, planning and facilitation of training opportunities for CoC member agencies and their staff as well as other training as needed.

    5. Coordinate preparation and publication of data reports and other information for community partners for reporting and presentations.

    6. Liaise with community teams, stakeholders and the community at-large through appropriate media, including the CoC website, social media, and other written CoC communications and presentations.

    7. Assist with annual HUD CoC Program and other CoC grant application processes.

    8. Collaborate with Commission members to solicit and document in-kind support, donations, and resources toward objectives of the partners. Assist in coordinating Commission activities.

    9. Regularly report out progress and activities to partners and City Council quarterly.

    10. Other duties as assigned by the Commission in support of CoC operations.

    Qualifications/Requirements

    Ability to work with minimal supervision and exercise excellent judgement; strong verbal and written communication skills and administrative capacity; ability to handle multiple tasks and manage competing demands; critical thinking, problem solving; meeting facilitation; interpersonal skills; communication; ability to interpret and apply qualitative and quantitative data to achieve outcomes. Experience or advanced knowledge of public policy is beneficial. This position is collaboration-focused with various facilitation skills, including proposal-based decision making and the ability to co-design and manage multiple efforts across multiple sectors, interests and entities.

    · Understanding of the causes and consequences of homelessness.

    · Demonstrated knowledge of housing, health care and human services programs and their relationship to a broader system.

    · Strong oral and written communication skills. Training and public speaking experience is preferred.

    · Ability to analyze, interpret, and express quantitative and qualitative data through reports, charting, graphing, and communicating to stakeholders.

    · Familiarity with public and private grant programs and grants management (knowledge of HUD housing and homeless assistance programs strongly preferred).

    · Knowledge and experience of the Homeless Management Information System records (HMIS or similar) preferred.

    EDUCATION and EXPERIENCE

    Must have a minimum of a bachelor’s degree (Masters preferred), in education or experience in Human Services, Public Administration, Business, Social Work, or a related field and/or at least five (5) years of professional experience working within the housing, poverty, health and/or human services delivery system, soliciting resources, including at least two (2) years in connection with relatable Continuum of Care activities.

    Minimum 5 years of experience in program supervision and administration as an Executive Director or senior leader of a 501(c)3 organization. Experience in Human Services, Public Administration, Business are a plus.
