    DEFINITION
    Oversee operations of streets, fleet maintenance, recycle center and drainage departments; schedule work; plan projects; ensure employee training; and manage equipment and supplies for all projects.

    SUPERVISION RECEIVED AND EXERCISED
    Reports to the City Manager. Exercises direct supervision over Fleet Maintenance, Streets Department, Drainage, and Recycle Center.

    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES—Important responsibilities and duties include, but are not limited to, the following:

    Essential Responsibilities and Duties

    1. Directs, administers, and establishes policies for the operations of the Public Works department.
    2. Develop and manage department budgets, coordinate installation, construction, maintenance, and repair activities, and ensure routine inspections and monitoring of work/project sites for adherence to regulatory practices and objectives.
    3. Directs purchasing activities including the review, approval, and coordination of purchase orders, invoices, and bids for operational, maintenance, and equipment expenses.
    4. Meets with the City Council concerning project status, equipment needs and purchases, policy and procedure changes, and related department issues.
    5. Oversee and monitor the implementation and adherence to established safety regulations and practices.
    6. Responds to concerns, inquiries, and complaints from the general public; provides information, assistance, and/or resolution.
    7. Maintains and facilitates effective communications with regulatory agencies, citizens, contractors, the City Manager, City Council, and employees.

    Other Important Responsibilities and Duties
    1. Review and approve various records, reports, and documentation such as work orders, purchase requisitions, contracts, time sheets, activity reports, regulatory reports, schedules, and progress reports.
    2. Prepares City Council agenda briefings, progress reports on capital projects, requisitions, and various correspondences.
    3. Participate in city disaster and emergency preparedness planning as well as National Incident Management Systems (NIMS) training.
    4. Participate in monthly safety meetings along with completing monthly and quarterly safety inspections.
    5. Manages personnel functions of the departments such as evaluating performance, allocating personnel, acting on personnel problems, selection of new employees, transfers, promotions, and disciplinary actions.
    6. Assists employees with completion of tasks and projects when needed.
    7. Performs other duties as assigned.
    QUALIFICATIONS
    Knowledge of:
    1. Duties as outlined in City Code.
    2. Street maintenance and preservation.
    3. Procedures and training techniques of emergency services and disaster control.
    4. Pertinent federal, state, and local laws, codes, and regulations.
    5. Principles and practices of program development and administration.
    6. Principles of supervision, training, and performance evaluation.
    7. Principles and practices of municipal budget preparation, administration bid process and budget oversight.
    8. Established safety regulation and practices for street maintenance.
    Ability to:
    1. Select, supervise, train, and evaluate staff.
    2. Prepare clear and concise reports.
    3. Analyze situations and adopt an effective course of action.
    4. Interpret and apply federal and state regulations.
    5. Demonstrate keen powers of observation and memory.
    6. Participate in public presentations as assigned.
    7. Communicate effectively, both orally and in writing.
    8. Establish and maintain effective working relationships with those contacted in the course of work.
    EXPERIENCE AND TRAINING GUIDELINES
    Associate’s degree in management or engineering preferred. Eight to ten years of job-related experience is required.

    WORKING CONDITIONS
    Environmental Conditions
    Travel from site to site; field environment; exposure to noise, dust, grease, smoke, fumes, gases, chemicals, and inclement weather conditions; work around heavy construction equipment.

    Physical Conditions
    Essential and other important duties and responsibilities may require maintaining a physical condition necessary for walking, standing, bending, pushing, crawling, crouching, and lifting heavy objects for prolonged periods of time; and the operation of motorized equipment and vehicles.

    Tools and Equipment Used
    Trucks, specialized equipment, backhoe, track hoe, skid loader, mowers, computers, dump trucks, dozers, salt spreaders, tapping equipment, specialized water meters and various hand tools.

    Miscellaneous Requirements
    1. May be required to work a variety of shifts including nights, weekends, or holidays.
    2. Subject to emergency call-in.
    3. Must successfully complete pre-employment substance abuse testing.
    4. Must successfully complete pre-employment background investigation.
    5. Will be subject to random substance abuse testing.
